Fallout 3. can you lock pick with out a Bobby pin and a screw drabber?

Unless there's some perk in there that lets you do it without bobby pins, then no, you need a bobby win to lock pick...here's a tip that can save you a lot of bobby pins..when you use one, and notice that it's starting to shake a lot, then stop, and go back, press whatever button you have on the controller to go back..it'll automatically be like a brand new bobby pin and that way, you won't lose a thing
